Consultancy Services to develop child safeguarding policy.

Introduction
Women Affairs Center (WAC) was established on August 1991 by a group of activist professional women to promote women’s rights and gender equality within the Palestinian society via empowering and enhancing women abilities in a range of non­traditional skills to address the problems and respond to the needs of women under the difficult political, socio­economic, cultural and legal context in the Gaza Strip. It’s a women knowledge based center playing an innovative and catalytic role in empowering women; and advocating women’s rights and gender equality in the Palestinian sustainable development process. WAC is an independent and non­profit Palestinian NGO with the purpose of empowering women and advocating women’s rights and gender equality through capacity development, information and innovative research and advocacy programs.
In 2019, Women’s Affairs Center has signed a supplement agreement with Kvinna till Kvinna Foundation to develop the Capacities and Practices of Women’s Affairs Centre (WAC) with additional funding and within “Let’s Not Only Count Women. Let’s Make Women Count” project. Hence this additional fund will be used to strengthen WAC capacity in qualitative results, accountability and learning as well as fundraising.

Overall Purpose of the Consultancy:
WAC seeks the services of developing child safeguarding policy. Meanwhile, the consultant is committed to: meeting the internally duty of care of Women’s Affairs Center- Gaza it owes (its staff, volunteers and board), and externally to its stakeholders (the community it serves, clients, donors, and consultants). To achieve this, WAC has initiated a process to develop and operationalize child safeguarding policy to ensure that children girls targeted by WAC are dealt with respect, dignity and safety. WAC expects that the policy will lead to a safer and trusted environment for its staff, beneficiaries and stakeholders.

Expected Deliverables and Output:
The Consultant is expected to deliver:
• A written holistic child protection and adult safeguarding policy for Women’s Affairs Center- Gaza (WAC) in Arabic and English.
• The safeguarding policy should address the following but not limited to:
o Child girls and Adult Safeguarding policies on Sexual exploitation and abuse.
o Communications, social media and digital technology.
o Ensure it establishes procedures and compliance with safeguarding in recruitment, induction and training of all staff on safeguarding.
o Provide mechanisms for identification of internal designated safeguarding officers.

Duration of contract:
Work is expected to be finalized within two weeks after signing the contract with the selected consultant.

Consultancy Offers:
Consultancy offers should contain the following:
1. One copy of both Technical and Financial offers in separate and sealed envelopes.
2. Profile / CVS of the consultant with relevant experience in similar consultancies.
3. The prices in EURO.

Closing Date and Delivery:
Closing date for receiving consultancy offers is Wednesday the 18th of December 2019 at 12:00 PM. Offers must be submitted by hand on WAC office. WAC is not applied to take the lowest price.
